Just two days after the Shenzhen municipality allocated grants for the development of OpenClaw open-source agents, Beijing harshly reined in the regions on March 11, 2026. The central government sent out a directive banning the installation of OpenClaw agents on devices in government agencies and state-owned corporations.

The reason is the fundamental incompatibility of autonomous AI with state security paranoia. Agents like OpenClaw are capable of independently parsing files, interacting with the OS, and sending data via APIs. For the regulator, this is not an innovation, but a giant "hole" in the security perimeter through which official information can leak. This decision demonstrates a stark rift in PRC policy: tech hubs force innovation at any cost, while the Party prioritizes total data control over development speed.
