Systemic State Plan: China Releases AI Industrialization Roadmap

Following the geopolitical statements of the PRC leader, regulators moved on to hard economics. On July 17, 2026, the National Development and Reform Commission (NDRC) and other relevant Chinese state bodies rolled out a detailed Action Plan for AI Development and Cooperation.

This is not an abstract declaration, but an engineering and macroeconomic framework. The plan covers the entire value chain: scaling data centers, building sovereign computing capacities, training talent, and standardizing ecosystems. While the US discusses "voluntary" rules for startups, China is methodically pouring concrete for the foundation of total neural network industrialization. This plan is designed to provide local B2B developers with uninterrupted access to the hardware stack, completely neutralizing the effect of the American chip embargo.
