Global Doctrine: Xi Jinping Claims China’s Leadership in New World AI Order

Beijing is going on a geopolitical offensive. On July 17, 2026, at the WAIC conference in Shanghai, PRC leader Xi Jinping publicly outlined the contours of the Chinese doctrine for global AI governance.

China is positioning itself not just as the "world’s factory," but as the architect of a new technological order. In his speech, Xi Jinping offered developing countries (the Global South) a real alternative to the American monopoly, promising technology transfer, engineering training, and open cooperation. This is a direct response to Western policies of export restrictions and closed ecosystems. For macroeconomics, this signal means the definitive formation of a bipolar AI world: nations will have to choose whose technological and infrastructural stack (US or PRC) they will integrate their economies into.
