Sovereign Liquidity: China’s DeepSeek Prepares Mega-IPO on Shanghai Exchange
China is isolating its AI assets from Western capital. On September 9, 2026, Reuters confirmed that advanced neural network developer DeepSeek has tapped investment bank CITIC Securities to prepare a potential IPO on the Shanghai STAR Market.

Unlike competitors aiming for Hong Kong or the US, DeepSeek is betting entirely on the domestic liquidity of mainland China. The procedure could launch as early as 2026. For macroeconomics, this signals the crystallization of the "Chinese way" of financing Big Tech. The enormous costs of EFLOPS computing, purchasing local silicon, and hiring engineers will be covered by the yuan of domestic retail and institutional investors. DeepSeek is becoming a system-forming asset of the national AI infrastructure, out of reach of American sanctions and Western compliance.
