Death of Bureaucracy: Hong Kong Transport Dept Transitions 90% of Applications to AI Processing
The public sector is beginning to pragmatically cut operational expenses (OPEX). On August 20, 2026, Hong Kong authorities officially announced the transition of the Transport Department’s license processing to large language models (LLMs).

The result of the implementation is impressive: document processing time has been reduced from 10 working days to 1 day. The target goal is the automatic approval of up to 90% of standard applications without the involvement of human clerks. This is a textbook case of GovTech transformation. Developed economies are shifting from inflating bureaucratic staffs to algorithmic routing. For the system integration market, this opens up an inexhaustible gold mine: governments are willing to pour billions of dollars into custom LLM solutions, freeing up giant budgets by downsizing the state apparatus and radically accelerating public service delivery.
