China has stopped competing with individual chatbots and has begun selling ecosystems. On September 18, 2026, at the HUAWEI CONNECT conference, Huawei Cloud launched the `AICS` (AI Cluster Service), tailored for deploying autonomous agents (Agentic Model as a Service).

The system integrates compute, orchestration, and a new long-term Context Memory Storage for agents solving tasks over days and weeks. Over 1,000 projects have already been deployed within the Industry AI Foundry. For B2B macroeconomics, this means the West has definitively lost its monopoly on Agentic AI infrastructure. By hooking clients onto its protocols (MCP) and increasing token throughput by 20%, Huawei is forging a closed corporate circuit that will be supplied turnkey to countries in Asia, Africa, and Latin America, completely displacing APIs from Microsoft and AWS.
