Sovereign Gigawatt Factory: NAVER, NVIDIA, and Brookfield Expand Korea’s AI Capacity
The nationalization of AI infrastructure is moving onto the financial rails of the world’s largest funds. On July 25, 2026, Korean IT giant NAVER, NVIDIA Corporation, and investment fund Brookfield officially announced a massive expansion of the National AI Factory in South Korea.

The project provides for the commissioning of 200 MW of compute capacity by 2028, with a subsequent ramp-up to 1 gigawatt (1 GW). The involvement of Brookfield guarantees the project’s appeal to global private capital. Unlike corporate data centers, this AI factory will serve the sovereign needs of the state, the national B2B sector, and startups. South Korea is repeating Japan’s successful case, turning the provision of power and silicon to algorithms into a basic state utility protected by law.
