Legalizing Algorithms: South Korea’s AI Agents Gain Right to Make Payments for Citizens

The concept of e-government has taken a technological leap. On September 4, 2026, South Korea revealed specific details of its national `AI for All` program. Telecom giants SK Telecom, KT, and Kakao have become the project operators.

For the first time in the world, a state is legally endowing AI agents with the rights of a proxy (B2G/B2C integration). The algorithms will not just provide reference answers—they will gain authorized access to perform legally significant actions: authentication, filing government applications, booking, and processing financial payments on behalf of the citizen. The beta test launches in October. This signifies the total digitization of the state apparatus, where bureaucracy is replaced by direct algorithmic execution. South Korea is cementing its digital sovereignty by making domestic LLMs the basic public utility infrastructure for the entire country.
